Artifacts are a separate permanent stat axis from characters — a long-term investment whose effects apply to your stats regardless of which character you bring. Artifact shards are spent on artifact star breakthroughs, and higher tiers grant proportionally larger bonus effects. Unlike characters, artifacts share their effect across all characters simultaneously — they are a long-term investment that carries over even when you switch your main. For early- and mid-game progression, where main characters change frequently, allocating resources to artifact breakthroughs results in less wasted investment overall.
Legendary and mythic artifacts differ in both per-step shard cost and effect magnitude. Mythic artifacts are more valuable but their cumulative cost is also high, so it is generally most efficient to breakthrough 1-2 core mythic artifacts first while filling the rest with legendaries.

No. Artifact shards are a separate resource from character shards, with different sources. Because character breakthroughs and artifact breakthroughs do not compete for the same resources, you can progress both at the same time.

Prioritize activating and star-breakthrough'ing artifacts so that their set bonus is enabled. Some artifacts are strong even without a set bonus, but this varies by meta — in most cases targeting the set bonus first is the more stable choice.

For the average player, mythic artifacts are much harder to obtain than legendaries. Set mythic artifacts as your top priority, but use your legendary shards to also strengthen the necessary legendary artifacts to fill the gaps in your build.

Artifacts strengthen their set bonus at every multiple of 3 (0, 3, 6, 9, 12, 15), so the key thresholds differ from characters. For mythic artifacts, costs increase sharply at the 8 → 9 and 14 → 15 ranges — keep that in mind when planning.
